Italy's Chamber of Deputies has actually authorized the 'Tax Delegation Law', a decree that paves the way for 'industry reorganisation' of the Italian gambling sector. The expense has been forwarded to the Senate for its secondary approval where it is expected to face no obstacles in its passage into law.

Backing the mandate, Deputy Minister for the Economy Maurizio Leo revealed the federal government's intent to finalise the approval before the summer season break in August. At the start of the year, Leo was designated to lead a delegation preparing reforms to modernise the Italian gaming market.

Upon receiving its final approval, the government anticipates a timeline of 18-24 months for drafting the implementation of decree reforms. It will be followed by an extra year for setting up the brand-new licensing regime, to give new tender notifications for betting concessions to be settled in 2024.

Roberto Alesse, Managing Director of the Agency of Customs and Monopolies (ADM), views the brand-new law as an 'amazing legal chance' to settle a series of exceptional problems affecting both the gaming industry and the lives of citizens.

The ADM boss stressed the requirement for stakeholders to attend to "the operation of the gaming company to enhance gamer security and standards".

In his notification, Alesse addressed the concern of fragmented regional laws on gambling. He assured stakeholders that local authorities and the ADM will work together to recognize 'delicate locations' where gaming activities should be limited to protect susceptible groups.

Of value, the reforms acknowledge that the general sector brings substantial value to the Treasury, creating roughly EUR11bn yearly in profits and using about 150,000 workers.

The pending reforms mark the 4th effort to reorganize the Italian gaming market, as previous efforts were stymied by political infighting amid consecutive government fallouts in the past 2 years.

The draft law suggests that the federal government will continue to utilize a model based upon state concession and police authorisation. Of importance for incumbents, the government and regions will collectively look for a solution for local laws for betting places

The reform stipulates that retail video gaming outlets need to adhere to particular opening times and preserve a minimum range - varying from 200 to 500 meters depending on regional laws - from sensitive areas like schools and healthcare facilities. A single, uniform range valid throughout the nation, along with the concentration of gaming operations in secure, regulated locations, constitutes the basis of the reform.

These steps are intended to reinforce a currently strong market, recognised as the second biggest in Europe - and essential to updating securities on issue bettors.

Long-awaited defenses include caps on stakes and jackpots, necessary training for concessionaires, dealers, and operators, reinforcing self-exclusion systems, defining minimum attributes for betting venues, and prohibiting banking on minor sports competitors.

In line with the Stability Law of 2022, online gaming, devices, betting, and bingo concessions have actually been extended up until December 31, 2024.

Despite the lockdown effect on video gaming outlets in 2020 and 2021, the Italian market continues to grow. In 2022, gross video gaming income (GGR) saw a 31% boost to EUR19.6 bn, while tax earnings increased by 28% to EUR11.2 bn.

The market has revealed strong assistance for the basic reform, seeking stability for its businesses. The remainder of 2023 will show whether the Italian federal government is severe in settling enduring betting issues.
